The scope of work includes the construction of a new 18,000 sf Annex Building located at the corner of US 441 and Thompson Street. Some packages available include sitework, site utilities, paving, concrete foundations, structural steel, brick veneer, interior finishes, aluminum windows, and MEP trades. The scope of work also includes a 21,000 sf renovation of the existing courthouse. In addition to the packages listed at the annex, additional packages available at the courthouse include detention equipment, elevators, and interior demolition. Most bid packages will be available during the week of October 1, 2007. Local subcontractor participation is encouraged.

Date Issued: September 17, 2007 RFP #28-002 Sealed proposals will be received by the Purchasing Department of the Hall County Commissioners until 3:00 PM, legally prevailing time on Tuesday, October 16, 2007, for: Opening Day Collection, for the Spout Springs Branch of the Hall County Library Hall County is seeking proposals from qualified vendors to catalog, process, purchase and deliver books, audio books and video materials for an Opening Day Collection for the new Spout Springs Branch of the Hall County Library. located at 6488 Spout Springs Road, Flowery Branch , GA. The vendor(s) will be required to have the ability to store shelf-ready materials, pending delivery to the new facility with an anticipated opening of April 2008. After the time and in a designated room and place, the names of the Companies submitting proposals will be publicly read. No further information will be read, discussed or provided until the evaluation of all submittals is completed. No extension of the bidding period will be made other than by a formal written addendum. This is the only official release site for this request for proposals or any addenda that may be issued for same. Proposals will be evaluated by the County based upon consideration of the demonstrated qualifications and capabilities of the vendors, which will result in an award that is in the best interest of the County. Factors to be considered in the evaluation include: capability to deliver the services in an efficient and timely manner; three (3) references for similar services performed; composition and qualifications of the persons designated by vendor to provide services to library under terms of contract; previous record in providing this system with a Guaranteed Delivery Date; intangibles which best demonstrate the vendor's ability to provide services to the County. Evaluation of the proposals will be performed by a Selection and Evaluation Committee that will be composed of members of the County Purchasing staff, Library Director and Chair, Library Trustees. This Committee will review all information submitted, and will select, in the County's sole and absolute discretion, the Vendor that the County believes has the qualifications and experience necessary to provide the materials and services specified in this RFP. The selection process will consider, at minimum, the following criteria weighted as indicated: o 20%, Cost of goods and service proposed; o 30%, Scope of goods and services proposed;
o 10%, Completeness and clarity of proposal; o 10%, Vendor's qualifications, professional reputation, financial stability, and industry experience; o 15%, Vendor's successful completion of similar projects as verified by references;
o 10%, Proposed schedule and vendor's ability to meet proposed schedule as verified by references.
o5%, Ability to return unwanted material The County reserves the right to retain all proposals submitted and use any idea (s) in a proposal regardless of whether that proposal is selected. Interested vendors must provide 5 copies, (1) original, four (4) copies. Each proposal package must be submitted in a sealed box or envelope clearly labeled: All proposals become the property of Hall County Board of Commissioners and will not be returned. No proposal may be withdrawn for a period of (90) ninety days after time has been called on the date of opening. The County shall reserve the option to reject any or all bids, in whole or part, or to select any bidder to complete the described Work. Award of Contract will not be solely based on low bid, but also on quality, references and other subjective criteria as the County may deem necessary and as the County may determine at its sole discretion. The Undersigned Bidder expressly understands that his proposal may be rejected by the County for any reason without liability on part of the County to the Undersigned Bidder. The County shall have the right to waive any informality or irregularity in any bid received.
